Transit Corridors Plan
The San Bruno Transit Corridors Specific Plan (TCP) was adopted by the San Bruno City Council on February 12, 2013. The TCP articulates the community's vision for revitalized commercial corridors in proximity to the San Bruno Avenue Caltrain Station. The vision includes exciting architecture and welcoming gateways, convenient transportation connections, pedestrian-oriented "green" streets, and more housing, jobs, shops, and restaurants, while maintaining a sense of the City's history.
The TCP includes development standards and design guidelines for property owners and developers wishing to redevelop private property within the TCP area. The TCP provides measures to ensure appropriate transitions with adjacent residential neighborhoods.
Building Height
Any proposal to build a new structure or alter an existing structure in the TCP area must comply with both Measure N height regulations (see description below) and federal regulations regarding airspace protection for San Francisco International Airport (SFO). A developer must submit a notice to the Federal Aviation Administration (FAA) regarding a new project and receive a "Determination of No Hazard" before the City will issue any development permits. In most cases, the height limits established by Measure N are lower than the FAA maximum height, and the zoning district height regulations will control. One exception is the Station Area, where the maximum height of 90 feet allowed under Measure N may exceed FAA limits, and may need to be adjusted based on the results of the FAA aeronautical study process.
Implementation
2017 Downtown Parking Management Plan
The City is preparing a Downtown Parking Management Plan, funded by a planning grant from the City/County Association of Governments (C/CAG). The purpose of the planning effort is to outline a cohesive, long-term, community-driven program that will identify appropriate supply and efficient distribution and management of parking within San Bruno's downtown to meet current and future needs and to prevent spillover into residential neighborhoods. The plan will consider a range of parking strategies, such as parking meters and pricing, shared parking, unbundled parking, and evaluate the need and identify potential sites for a centrally located parking structure. A community workshop to obtain input from downtown business stakeholders and residents living in the surrounding neighborhoods is planned in November 2017.
2017 Downtown Streetscape Improvement Plan
The City has approved funding for this plan in the Fiscal Year 2017 to 2018 City Budget. The plan will address sidewalk landscaping, sidewalk furniture and lighting, bulbout installation, bus stop amenities, pavement materials for crosswalks, bike lanes, and open spaces.
2016 Bicycle & Pedestrian Master Plan (Walk n' Bike Plan)
The Walk n' Bike Plan was adopted in July 2016 to improve conditions for pedestrians and bicyclists in San Bruno. The plan recommend projects to make walking and biking safer, more comfortable and convenient that can be accomplished in the short-, medium- and long-term time frames. The City has secured grant funding to implement the following bicycle and pedestrian improvement projects (status as of August 2017): installation of new bike racks in July 2017; pedestrian crossing safety improvements at the intersection of Angus Avenue and El Camino Real, currently in design; and new Class III bike lane along San Antonio and Huntington Avenues to be constructed in conjunction with a roadway resurfacing project.
2014 Measure N
On November 4, 2014, San Bruno voters approved Measure N, which relaxed restrictions on building height, residential density and above ground parking garages in the TCP area to achieve the desired character and scale of development along the corridors. Measure N allows buildings up to five stories on El Camino Real and San Bruno Avenue, four stories on San Mateo Avenue, and seven stories in the Station Area.
